For the 2026-27 year, the civil service pay adjustment is a uniform 2% pay rise, backdated to take effect from 1 April 2026. The Master Pay Scale (MPS) runs from point 0 at a monthly salary of HK$14,570 to point 49 at HK$150,070, covering civil servants and employees of subsidised organisations paid on the civil service pay scales. The table below lists, for points 0 to 49, the post-raise monthly salary, the pre-adjustment monthly salary, and the monthly increase, for the convenience of job seekers, civil servants and subsidised organisation employees in checking and comparing.

The “Monthly Increase” column in the table below is obtained by subtracting the “Pre-adjustment Monthly Salary” amount from the “Monthly Salary from 1 April 2026” amount.

Divisions Between the Upper, Middle and Lower Pay Bands

According to Education Bureau Circular No. 94/2026, the Legislative Council Finance Committee has approved a 2% upward adjustment to the amounts at each point of the civil service pay scale. The ranges of the three pay bands are as follows:

  • Upper pay band: above point 33 of the Master Pay Scale, i.e. from point 34 to point 49;
  • Middle pay band: points 10 to 33 (inclusive of point 33);
  • Lower pay band: below point 10, i.e. points 0 to 9.

Since in the 2026-27 year the upper, middle and lower pay bands and the directorate civil servants all receive a uniform 2% pay rise, and regardless of which pay band a post belongs to, the monthly salary at each point is adjusted by the same margin, the “Monthly Increase” amounts for each point in the table above precisely reflect the month-by-month adjustment brought about by the uniform 2%.

How to Find Your Monthly Salary from Your Post’s Pay Point (Using Teachers as an Example)

The Master Pay Scale assigns a fixed monthly salary to each pay point. To find the monthly salary of a particular post, first identify the pay point to which the post belongs, then look up the “Monthly Salary from 1 April 2026 (HK$)” column for that point in the table above, which is the post-raise monthly pay.

Taking subsidised school staff as an example: the entry point for a newly recruited degree teacher (primary school APSM, secondary school GM) is point 15 of the Master Pay Scale (since 1 October 2010); referring to the table above, point 15 has a monthly salary from 1 April 2026 of HK$35,780. The maximum point for secondary school GM is point 33, with a monthly salary of HK$83,140; the maximum point for primary school APSM is point 29, with a monthly salary of HK$69,205. For other posts whose pay is linked to the Master Pay Scale, the post-raise monthly salary can likewise be found by looking up the table according to their pay point.

When the Pay Rise Takes Effect and Is Paid

The Chief Executive, in consultation with the Executive Council, decided that civil servants would receive a uniform 2% pay rise in the 2026-27 year, backdated to take effect from 1 April 2026. Staff of subsidised schools paid on the civil service pay scales are adjusted in step, also backdated to take effect from 1 April 2026. According to the Education Bureau circular, the adjusted new salaries, together with the back-paid amounts, are paid in July 2026.

The Education Bureau circular also notes that, in subsidised schools, school grants that incorporate the civil service pay adjustment factor will be adjusted in line with the 2026-27 civil service pay adjustment, including salary grants for teaching and non-teaching posts (whose pay is linked to the civil service pay scales), as well as grants adjusted or calculated by reference to pay (such as the “Substitute Teacher Salary Grant”). School grants that do not incorporate the civil service pay adjustment factor will not be adjusted as a result of the civil service pay adjustment.
